The United States and Moldova have an income tax treaty in force. It can lower the US tax withheld on dividends, interest and royalties paid to you, if you claim it on a W-8BEN with your Moldovan tax number, and it settles which country taxes what when both could. This is the 1973 treaty with the Soviet Union, which the United States still applies to Moldova. It's older and narrower than modern treaties, so check what it covers before you rely on it.
