You request a 147C letter by phone, from the IRS Business and Specialty Tax Line or, from abroad, the international line, as the responsible party or someone authorised to act for the company. The IRS sends it by fax or post. It confirms the EIN and the company's name and address, and it's accepted almost everywhere the CP 575 is.
