What it means in practice.

The IRS writes to the address and responsible party on its record, which come from Form SS-4 unless you update them. A company that changes its mailing address, or whose controlling owner changes, files Form 8822-B so notices, including penalty notices, reach the right person. A change of responsible party has to be reported within 60 days. It's filed by post and takes several weeks to process.
