State income tax
Colorado taxes an owner's share of profit earned in Colorado. A non-resident owner with no Colorado activity generally owes none, and there's no franchise tax.
The public record
The articles name the person who formed the LLC and the registered agent. Members and managers are not required, and the periodic report doesn't ask for them.

02The straight answer
Should a founder abroad form in Colorado?
Colorado is one of the cheapest states to keep an LLC in. It's $50 to form online and $25 a year after that, so over five years it costs less than Wyoming. Online filings take effect the moment you submit them, and the owners' names stay off the public record. What Colorado doesn't have is Wyoming's standing with the banks and payment processors that review a founder abroad. They see Wyoming companies owned from overseas all the time, and Colorado ones much less often.

Every year, starting the year after you form the LLC, in a five-month window centred on the month it was formed. An LLC formed in May can file any time from March to July. The fee is $25, and filing after the window closes adds a $50 penalty.
Yes. Colorado, like every state, doesn't require an LLC's owners to be US citizens or residents. It does require a registered agent with a street address in Colorado. Its recurring filing is due each year, in a five-month window from two months before the month the LLC was formed to two months after.

No. We file in Wyoming and Delaware only. For a founder outside the US, they're the two states worth being in, and we'd rather know two states well than fifty a little. If your business will have staff, an office, stock or property in Colorado, it'll need to register there whichever state formed it, and we'll tell you so before you order.
