State income tax
Florida has no personal income tax, and an LLC that isn't taxed as a corporation owes no Florida income tax.
The public record
The annual report must name at least one manager or managing member, with an address, and Sunbiz shows it publicly. The articles can list them too, but don't have to.
On the recurring charge
Filing after 1 May adds a $400 late fee, even if the state never sent a reminder. An LLC that still hasn't filed by the third Friday of September is dissolved by the state a week later.

02The straight answer
Should a founder abroad form in Florida?
Plenty of founders abroad pick Florida because they know it, or know someone there, and it has no state income tax. The yearly report costs $138.75, more than twice Wyoming's, and filing it even a day after 1 May adds $400. The report also has to name at least one manager, and Sunbiz shows that name to anyone who looks. If the business will operate in Florida, form it there. If it won't, Wyoming costs less every year and keeps the owners off the record.
Florida is right anyway when

Yes. Florida, like every state, doesn't require an LLC's owners to be US citizens or residents. It does require a registered agent with a street address in Florida. Its recurring filing is due between 1 January and 1 May each year, starting the year after the LLC is formed.
It costs $125 to file, and then $138.75 a year. Over five years that comes to $680 in state charges. A Wyoming LLC costs $342.40 over the same five years.
No. We file in Wyoming and Delaware only. For a founder outside the US, they're the two states worth being in, and we'd rather know two states well than fifty a little. If your business will have staff, an office, stock or property in Florida, it'll need to register there whichever state formed it, and we'll tell you so before you order.
