Missouri taxes an owner's share of profit earned in Missouri. A non-resident owner with no Missouri activity generally owes none, and there's no franchise tax.

02The straight answer
Should a founder abroad form in Missouri?
Missouri is one of the cheapest states to keep an LLC in. It's $50 to form online, there's no annual report at all, and the articles don't have to name the owners. On cost alone it beats Wyoming. The trade-off is familiarity. A Missouri LLC owned from abroad is unusual enough that a bank may ask more questions than it would about a Wyoming one, and those questions can slow down an account.

No. Missouri doesn't ask LLCs for an annual report, so after the $50 online filing fee there's no yearly state charge. The LLC still needs a registered agent in Missouri, and it has to tell the Secretary of State if the agent or office changes.
Yes. Missouri, like every state, doesn't require an LLC's owners to be US citizens or residents. It does require a registered agent with a street address in Missouri. Missouri LLCs file no annual report.
