State income tax
Georgia taxes an owner's share of profit earned in Georgia. A non-resident owner with no Georgia activity generally owes none, and there's no franchise tax on LLCs.
The public record
The articles name the organiser and the registered agent, and the yearly registration asks for the agent and the office address. Members and managers are not required on either.

02The straight answer
Should a founder abroad form in Georgia?
Georgia is cheap to keep and doesn't put the owners on its filings. It's $100 to form online and $50 a year, which comes to a little less than Wyoming over five years, and neither the articles nor the yearly registration ask who owns the company. For a business that will actually be in Atlanta or elsewhere in the state, it's a sensible home. For a founder abroad it has nothing Wyoming lacks, and Wyoming is the state banks and payment processors are used to seeing on a non-resident's application.
Georgia is right anyway when

Between 1 January and 1 April of the year after you form the LLC, and in the same window every year after that. It costs $50 online, with a $10 service charge on paper. Missing 1 April adds a $25 late fee.
Yes. Georgia, like every state, doesn't require an LLC's owners to be US citizens or residents. It does require a registered agent with a street address in Georgia. Its recurring filing is due between 1 January and 1 April each year, starting the year after the LLC is formed.

No. We file in Wyoming and Delaware only. For a founder outside the US, they're the two states worth being in, and we'd rather know two states well than fifty a little. If your business will have staff, an office, stock or property in Georgia, it'll need to register there whichever state formed it, and we'll tell you so before you order.
