02The straight answer
Should a founder abroad form in North Dakota?
North Dakota charges $135 to form an LLC, one of the higher fees, and $50 a year after that, with the report due in November rather than spring. Each report lists the members, or the managers, with their addresses, on the public record. A report filed late costs double. For a founder abroad, there's nothing in North Dakota that Wyoming doesn't offer for less, with your name kept off the record.

Yes. North Dakota, like every state, doesn't require an LLC's owners to be US citizens or residents. It does require a registered agent with a street address in North Dakota. Its recurring filing is due by 15 November each year, starting the year after the LLC is formed.
It costs $135 to file, and then $50 a year. Over five years that comes to $335 in state charges. A Wyoming LLC costs $342.40 over the same five years.
No. We file in Wyoming and Delaware only. For a founder outside the US, they're the two states worth being in, and we'd rather know two states well than fifty a little. If your business will have staff, an office, stock or property in North Dakota, it'll need to register there whichever state formed it, and we'll tell you so before you order.
