State income tax
Oklahoma taxes an owner's share of profit earned in Oklahoma. A non-resident owner with no Oklahoma activity generally owes none, and there's no franchise tax on LLCs.
The public record
The articles name the registered agent and the principal office. Members and managers are not required on the articles or the annual certificate.

Should a founder abroad form in Oklahoma?
Oklahoma is cheap and quiet. It's $100 to form an LLC and $25 a year for the annual certificate, so five years cost a little over half of Wyoming's, and neither filing names the owners. That makes it a reasonable home for a company that will operate in Oklahoma. For a founder abroad, Wyoming costs more but is the state banks and payment processors are used to seeing on an application from overseas.

Yes. Oklahoma, like every state, doesn't require an LLC's owners to be US citizens or residents. It does require a registered agent with a street address in Oklahoma. Its recurring filing is due by the anniversary of the LLC's formation each year, starting the year after.

No. We file in Wyoming and Delaware only. For a founder outside the US, they're the two states worth being in, and we'd rather know two states well than fifty a little.
