State income tax
Oregon taxes an owner's share of profit earned in Oregon. A corporate activity tax applies once Oregon commercial activity passes $1 million, Oregon has no sales tax, and a company with no Oregon business owes neither tax.
The public record
The articles must name one individual with direct knowledge of the LLC, who can be an authorized representative rather than an owner. Listing members and managers is optional, so the owners are not required to appear.

02The straight answer
Should a founder abroad form in Oregon?
Oregon charges $100 to form an LLC and $100 every year after that, more than most states ask, and larger businesses pay its corporate activity tax on gross receipts over $1 million. The owners can stay off the articles, since Oregon only asks for one person who knows the business, who can be a representative. For a company based in Portland it's a normal cost. For a founder abroad, Wyoming does the same for less.

No. Listing members and managers on the articles of organization is optional. Oregon does require the name and address of at least one individual with direct knowledge of the LLC's operations, who can be a member, a manager or an authorized representative. Everything on the form is public record.
Yes. Oregon, like every state, doesn't require an LLC's owners to be US citizens or residents. It does require a registered agent with a street address in Oregon. Its recurring filing is due by the anniversary of the LLC's formation each year, starting the year after.
It costs $100 to file, and then $100 a year. Over five years that comes to $500 in state charges. A Wyoming LLC costs $342.40 over the same five years.
No. We file in Wyoming and Delaware only. For a founder outside the US, they're the two states worth being in, and we'd rather know two states well than fifty a little. If your business will have staff, an office, stock or property in Oregon, it'll need to register there whichever state formed it, and we'll tell you so before you order.
