Wisconsin taxes an owner's share of profit earned in Wisconsin. A non-resident owner with no Wisconsin activity generally owes none, and there's no franchise tax on an LLC taxed as a partnership.

Should a founder abroad form in Wisconsin?

Wisconsin charges $130 to form an LLC online and $25 a year, and a member-managed LLC doesn't have to name its owners on either filing. Its LLCs are filed with the Department of Financial Institutions rather than a Secretary of State. It's a sensible home for a company in Milwaukee or Madison. For a founder abroad, it's cheaper than Wyoming and nearly as private, but Wyoming is the one banks are used to seeing.
