State income tax
Nebraska taxes an owner's share of profit earned in Nebraska. A non-resident owner with no Nebraska activity generally owes none, and there's no franchise tax on LLCs.
The public record
The certificate names the organizer and the registered agent. Members and managers are not required on the certificate or the biennial report.

02The straight answer
Should a founder abroad form in Nebraska?
Nebraska is cheap to keep, with a $13 report every second year, and the owners stay off the record. The catch is the newspaper notice. Nebraska is one of the few states that still make a new LLC announce itself in a legal newspaper for three weeks running, which is an extra cost and an awkward job to arrange from abroad. Wyoming has no such rule, and it's the state banks and payment processors are used to seeing.

Yes. After the certificate is filed, a notice of organization has to run for three weeks in a row in a legal newspaper in the county of the LLC's designated office. The newspaper sets the price, and from abroad you'd need someone local to arrange it.
Yes. Nebraska, like every state, doesn't require an LLC's owners to be US citizens or residents. It does require a registered agent with a street address in Nebraska. Its recurring filing is due between 1 January and 1 April of each odd-numbered year, starting the first odd year after the LLC is formed.

No. We file in Wyoming and Delaware only. For a founder outside the US, they're the two states worth being in, and we'd rather know two states well than fifty a little. If your business will have staff, an office, stock or property in Nebraska, it'll need to register there whichever state formed it, and we'll tell you so before you order.
