Should a founder abroad form in New Hampshire?
New Hampshire is known for having no income tax on wages, but it does tax businesses. An LLC doing business there pays the business profits tax once its gross business income passes $109,000, and the business enterprise tax above a higher threshold. The $100 annual report is above average too, and it names at least one member or manager. None of that tax touches a company with no New Hampshire business. For a founder abroad, though, Wyoming does the same job for less and keeps your name off the record.

Yes. New Hampshire, like every state, doesn't require an LLC's owners to be US citizens or residents. It does require a registered agent with a street address in New Hampshire. Its recurring filing is due by 1 April each year, starting the year after the LLC is formed.
