Virginia taxes an owner's share of profit earned in Virginia. A non-resident owner with no Virginia activity generally owes none, and there's no franchise tax on LLCs.

The public record

The articles name the registered agent and the office address. Members and managers are not required, and the yearly charge is a fee rather than a report, so they're never asked for.

Should a founder abroad form in Virginia?

Virginia is private and fairly priced. It's $100 to form and $50 a year, a little less than Wyoming over five years, and there's no annual report at all, just the fee, so the owners' names never go on record. That makes it a good home for a company in northern Virginia or Richmond. For a founder abroad, the gap with Wyoming is small on cost and privacy. It's wider on how familiar banks and payment processors are with each state.
